7x57 shoots 2ft groups

My cousins German made 7 Mauser is shooting 24" groups at 50yds!! He even recently had the barrel sporterized and re-crowned. The stock is a new synthetic, but he didn't customize the bedding. The rifling is pronounced but rounded on the edges of the lands, of which there is only 4 and 4 grooves. Could there be another culprit contributing to the poor groups other than the barrel? Any suggestions would be appreciated.

Usually this is something very loose in the sights department or really bad flinching.
